ree

Central Bureau of Investigation – CBI: It is the Central Police Organisation of India, headquartered in New Delhi, having its branches in almost all states of India. Generally, they have one branch in a state and for administrative convenience, in some states, they have many branches in one or more cities of that state. Mumbai being a very big city with a dense population, CBI has many specialized branches. They are as follows :

ACB (Anti Corruption Branch) is the oldest branch in Mumbai and primarily investigates cases involving Corruption committed by public servants.

SCB (Special Crime Branch) investigates special crimes like murder, rape, etc.

SU (Special Unit) is solely into intelligence collection which is registered as SIRs (Source Information Reports) and they verify them and if found merit in the verification, it is passed on to the concerned branch for registration of FIR and investigation.

BS&FC (Bank Securities & Fraud Cell) was formed in 1992, primarily to investigate the megabank fraud committed by Harshad Mehta and his accomplices. Now it investigates all bank fraud cases where the Government is defrauded beyond a certain amount. The smaller bank fraud cases are investigated by the EOW Branch of CBI.

EOW (Economic Offences Wing) was born in 1994 to investigate all Economic Offences where the Government exchequer suffers losses. Previously all Economic Offences used to be investigated by the SCB. Later, with the growth in the number of such cases, EOW was formed. It investigates cases of small Bank frauds, Impex (Import-Export) cases, money laundering, NDPS (Narcotic Drug cases), gun running, human trafficking, and almost all white-collar crimes.

STF (Special Task Force) was formed primarily to investigate the 1993 Mumbai Serial Blasts cases. Thereafter, all bomb blast cases given to CBI for investigation is being handled by the STF.

In Part IX, we will discuss the ways in which cases come to CBI.
