Mumbai Police is headed by a Police Commissioner. The Five major policing functions viz. Law & Order, Administration, Crime, EOW (Economic Offences Wing) and Traffic are each headed by a Jt. Commissioner of Police (Jt.CP). Geographically the whole of Mumbai is divided into 5 regions each headed by an Additional Commissioner of Police (Addl.CP). Each region has several zones and thus there are a total of 13 geographical zones including the Port zone, each headed by a Deputy Commissioner of Police (DCP). Every Zone has 3 to 4 Police Stations, each headed by a Senior Inspector of Police (Sr.PI).
Whenever you have to report a complaint regarding any offence, the first place you need to approach is the nearest Police Station.
Complaints can be of two types, viz. NC (Non-Cognizable) and Cognizable. NC does not attract provisions of any cognizable IPC offence and hence it is registered as an NC. Here the Duty Officer just records your complaint in their register, calls the other party and counsels them or warns them of any repeat offence, and lets them off.
There are methods adopted by some unethical policemen to show the crime rate in their jurisdiction as low and to also avoid work by adopting devious methods. We can discuss about them in Part V of this series.
